He specializes in administrative law, with particular focus on public procurements of works, supplies and services, handling both transactional and litigation matters.
In the course of his career he has been serving as administrative judge and he has been acting as Professor at the Faculty of Law of the Roma Tre University as well as at the Superior School of Public Administration.
Chairman of several arbitration panels he is the author of many publications focusing on public procurements of works, supplies and services.
Former President of the European Association for advanced training (AEFA)
As a member of the Rome Bar, he is qualified as defending counsel before the Italian Supreme Court.
He obtained his law degree at the University of Rome “La Sapienza”, summa cum laude.
